Above the Drinking Water Standard |
Our domestic water system has violated the drinking water standard for arsenic. Although this is not an emergency, you have a right to know what happened, what you should do, and what we are doing to correct this situation.
What happened?
The USEPA standard, enacted January 2006, and the California Department of Public Health standard, enacted November 28, 2008, lowered the arsenic maximum contaminant level (MCL), as a running annual average, from 0.050 milligrams per liter (mg/L) to 0.010 mg/L (equivalent to 10 parts per billion (ppb)).
PlaVada Community Association (PVCA) put an arsenic treatment plant (Plant) on-line in October 2011 (fourth calendar quarter of 2011). The Plant now treats water from all three PVCA wells to levels below the arsenic MCL before it is delivered to the PVCA water distribution system. Though the Plant started supplying water below the MCL of 10 ppb in the fourth calendar quarter of 2011, the arsenic levels in the untreated water supplied in the three quarters prior to the fourth quarter put the running annual average at 35.5 ppb, still above the arsenic running annual average MCL of 10 ppb. PVCA customers will be notified of quarterly MCL exceedances until the lower arsenic levels in treated water delivered to the distribution system drive the arsenic running annual average below the 10 ppb MCL.The PlaVada Community Association (PVCA) raw water from Wells 3, 4, and 5 have continually tested over the arsenic MCL. Consequently, the USEPA issued an administrative order dated September 30, 2008, to PVCA which requires compliance with the arsenic MCL. Arsenic test results for Wells 3, 4, and 5 indicate that the current running annual average levels are 26 ppb, 38 ppb, and 42 ppb, respectively.
What should I do?
- You are not required to use an alternative water supply (e.g., bottled water).
- This is not an emergency. If it had been, you would have been notified immediately. However, some people who drink water containing arsenic in excess of the MCL over many years may experience skin damage or circulatory system problems, and may have an increased risk to getting cancer.
- If you have other health issues concerning the consumption of this water, you may wish to consult your doctor.
What is being done?
The PlaVada Community Association (PVCA) has put on-line a new arsenic treatment plant that treats all well water so that water distribution to the water system will comply with the arsenic standard. For more information, please contact Terri McGuigan at (530) 426-3980
Secondary Notification Requirements
Upon receipt of notification from a person operating a public water system, the following notification must be given within 10 days [Health and Safety Code Section 116450 (g)]:
SCHOOLS: Must notify school employees, students, and parents (if students are minors).
RESIDENTIAL RENTAL PROPERTY OWNERS OR MANAGERS (including nursing homes and care facilities): Must notify tenants.
BUSINESS PROPERTY OWNERS, MANAGERS, OR OPERATORS: Must notify employees of businesses located on the property.
